Treating Mental Health as a Public Health Problem 
In this booklet, Dr. William Glasser makes his case for focusing on mental health as opposed to mental illness. He claims the underlying reason of all mental illness is that clients are unhappy with the current state of their lives, particularly in how they are getting along with the important people in their lives. Perhaps they don’t have any relationships in their lives at all or the ones they do have are unsatisfying.
He bravely speaks out against the psychiatric community and pharmaceutical companies, stating that there is no proof anywhere that there is something physically wrong with the brains of people who have been diagnosed with mental illness and that psychotropic medication, alone, will not help clients or patients to improve the quality of their relationships.
Dr. Glasser proposes the creation of Choice Theory focus groups that could be run very inexpensively to help people with mental health challenges overcome their problems and he beseeches those in the helping professions to join him in his focus on mental health instead of mental illness. He provides a strong argument, and a model, to do just that!
